fa ارزیابی عملکرد دبیرکل سازمان ملل متحد در حفاظت از بهداشت جهانی: دستاوردها و چالش‌ها پژوهشي Original Article <div style="text-align: justify;"><span style="font-family:Tahoma;"><span style="font-size:12px;"><span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA"><span style="line-height:115%"><span style="color:maroon">زمینه و هدف:</span></span></span></b> <span lang="AR-SA"><span style="line-height:115%">دبیرکل سازمان ملل متحد با بهره‌گیری از رهبری استراتژیک و همکاری‌های چندجانبه، نقش کلیدی در مواجهه با چالش‌های بهداشت جهانی ایفا نموده و در دهه‌های اخیر، نقش وی در حفاظت از سلامت جهانی به ویژه در بحران‌هایی نظیر ابولا و کووید-۱۹ اهمیت ویژه‌ای یافته است. طی سه دهه گذشته، دبیران کل سازمان ملل متحد نقش فعالی در هماهنگی بین‌المللی، دسترسی عادلانه به منابع مراقبت‌های بهداشتی و مبارزه با بیماری‌ها داشته‌اند که شامل ابتکاراتی برای تقویت همکاری میان دولت‌ها و ادغام مکانیزم‌های حقوق بشر در سیاست‌های بهداشتی و ضرورت همکاری دولت‌ها در کنترل اپیدمی‌ها در چهارچوب‌های قانونی حاکم بر امنیت بهداشت جهانی بوده است. بر این اساس، هدف مقاله حاضر تحلیل انتقادی اقدامات دبیران کل سازمان ملل در زمینه تقویت همکاری‌های بین‌المللی، عدالت در دسترسی به خدمات سلامت و ارتقای حکمرانی جهانی سلامت و بررسی چالش‌های اساسی پیش روی دبیرکل در حوزه سلامت جهانی است</span></span><span lang="AR-SA"><span style="line-height:115%">.</span></span><span dir="LTR"><span style="line-height:115%"><span style="font-family:&quot;Times New Roman&quot;,serif"></span></span></span></span></span></span><br> <span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA"><span style="line-height:115%"><span style="color:maroon">روش:</span></span></span></b> <span lang="AR-SA"><span style="line-height:115%">پژوهش حاضر از توع توصیفی ـ تحلیلی و با بهره‌گیری از منابع کتابخانه‌ای، یعنی کتب و مقالات معتبرِ مرتبط با موضوع در راستای تحلیل مساله و نهایتاً نتیجه‌گیری است</span></span><span lang="AR-SA"><span style="line-height:115%">.</span></span><span lang="FA"><span style="line-height:115%"><span style="color:black"></span></span></span></span></span></span><br> <span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA"><span style="line-height:115%"><span style="color:maroon">ملاحظات اخلاقی:</span></span></span></b> <span lang="AR-SA"><span style="line-height:115%">در این تحقیق جنبه‌های اخلاقی مطالعه کتابخانه‌ای شامل اصالت متون، صداقت و امانتداری رعایت شده است</span></span><span lang="AR-SA"><span style="line-height:115%">.</span></span><span lang="FA"><span style="line-height:115%"><span style="color:black"></span></span></span></span></span></span><br> <span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA"><span style="line-height:115%"><span style="color:maroon">یافته‌ها:</span></span></span></b> <span lang="AR-SA"><span style="line-height:115%">دبیرکل سازمان ملل با راهبری مأموریت‌هایی در بحران ابولا و ایجاد سازوکارهای واکنش به کووید-۱۹ نقش مؤثری در ارتقای هماهنگی بین‌المللی ایفا کرده است. با ترویج رویکرد انسانی‌تر در حوزه سلامت، دبیرکل به دنبال این است تا به چالش‌های ناشی از بحران‌های بهداشتی مدرن پاسخ دهد و اطمینان حاصل کند که هیچ جامعه‌ای در دستیابی به پوشش همگانی سلامت و امنیت جمعی عقب نمی‌ماند. با این حال، چالش‌ها و کاستی‌هایی در زمینه عدالت سلامت، تمرکز قدرت در کشورهای توسعه‌یافته، تنش‌های ژئوپلیتیکی، نابرابری‌های بودجه‌ای و تعادل ظریف بین حاکمیت ملی و الزامات بهداشت جهانی و نابرابری در انتقال فناوری و دسترسی به واکسن در این زمینه وجود دارد.</span></span><b><span lang="FA"><span style="line-height:115%"><span style="font-family:&quot;B Nazanin&quot;"></span></span></span></b></span></span></span><br> <span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA"><span style="line-height:115%"><span style="color:maroon">نتیجه‌گیری:</span></span></span></b> <span lang="AR-SA"><span style="line-height:115%">سازمان ملل متحد از نقش اداری و هماهنگ‌کننده به نقشی فعال‌تر، حمایت‌محورتر و عملیاتی‌تر تکامل یافته و به عنوان کاتالیزوری حیاتی برای اقدام جمعی در جهانی که به طور فزاینده‌ای از نظر سلامت آسیب‌پذیر است، عمل می‌کند، اما به ‌رغم پیشرفت‌های حاصل از رهبری استراتژیک دبیرکل در تقویت حکمرانی سلامت جهانی، چالش‌هایی چون نابرابری ساختاری، ضعف در پاسخگویی و کمبود منابع مالی پایدار همچنان پابرجاست، لذا دستیابی به سلامت عادلانه و پایدار مستلزم ایجاد چهارچوب‌های الزام‌آور حقوقی و تقویت پاسخگویی شفاف در ساختار حکمرانی جهانی سلامت است.</span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:12px;"><span style="font-family:Tahoma;"><span style="line-height:115%"><b><span style="line-height:115%"><span style="color:maroon">Background and Aim:</span></span></b><span style="line-height:115%"> Through strategic leadership and multilateral cooperation, the United Nations Secretary-General has played a pivotal role in addressing global health challenges. In recent decades, the role of the Secretary-General in safeguarding global health, particularly in crises such as the Ebola outbreak and the COVID-19 pandemic, has assumed particular significance. Over the past three decades, United Nations Secretaries-General have played an active role in coordinating international efforts, promoting equitable access to healthcare resources, and combating diseases. These efforts have included initiatives aimed at strengthening intergovernmental cooperation, integrating human rights mechanisms into health policies, and emphasizing the need for States to cooperate in epidemic control within the legal frameworks governing global health security. Accordingly, this study aims to critically examine the actions of United Nations Secretaries-General in strengthening international cooperation, promoting equitable access to health services, advancing global health governance, and addressing the key challenges confronting the Secretary-General in the field of global health.</span></span><br> <span style="line-height:115%"><b><span style="line-height:115%"><span style="color:maroon">Method:</span></span></b><span style="line-height:115%"> This study adopts a descriptive-analytical approach and draws upon library-based sources, including authoritative books and scholarly articles relevant to the subject, in order to analyze the issues under examination and ultimately formulate conclusions.</span></span><br> <span style="line-height:115%"><b><span style="line-height:115%"><span style="color:maroon">Ethical Considerations:</span></span></b><span style="line-height:115%"> Throughout the conduct and preparation of this library-based study, ethical principles, including textual originality, honesty, and academic integrity, were observed.</span></span><br> <span style="line-height:115%"><b><span style="line-height:115%"><span style="color:maroon">Results:</span></span></b><span style="line-height:115%"> The United Nations Secretary-General has played an effective role in enhancing international coordination through leadership in response efforts during the Ebola crisis and the establishment of mechanisms for responding to COVID-19. By promoting a more human-centered approach to health, the Secretary-General has sought to address the challenges arising from contemporary health crises and to ensure that no community is left behind in achieving universal health coverage and collective health security. Nevertheless, significant challenges and shortcomings persist with regard to health equity, the concentration of power in developed countries, geopolitical tensions, budgetary disparities, the delicate balance between national sovereignty and global health imperatives, and inequalities in technology transfer and access to vaccines.</span></span><br> <span style="line-height:115%"><b><span style="line-height:115%"><span style="color:maroon">Conclusion:</span></span></b><span style="line-height:115%"> The United Nations has evolved from a predominantly administrative and coordinating role toward a more proactive, supportive, and operational role, serving as a critical catalyst for collective action in an increasingly health-vulnerable world. Despite the progress achieved through the strategic leadership of the Secretary-General in strengthening global health governance, structural inequalities, weak accountability, and insufficient sustainable financial resources remain persistent challenges.
