Abstract:  
Cyberspace due to providing the ground for reception and transmission of information in the shortest time and facilitation of search and acquisition of information has a specific relationship with citizenship rights. This space can have a double function: on the one hand it can provide an opportunity for protection of citizenship rights and on the other hand, it is a possible threat for it. Thus, we need to adopt certain regulations, rules and procedures for ensuring the security of cyberspace. Undoubtedly, these regulations are not irrelevant to citizenship rights in cyberspace. In the current essay using a descriptive and analytic method we seek to know how the adopted regulations of cyberspace can be effective in the protection of human rights. To this end, the regulations at issue are studied in view of their compatibility with the codes of human rights particularly in the third generation. According to the conducted studies, the cyber regulations can play an effective and considerable role in the protection of human rights if they are compatible with the codes and measures of human rights.
