fa نقش سازمان‌های مردم‌نهاد در سیاست جنایی ایران در قبال حفاظت محیط زیست پژوهشي Original Article <div style="text-align: justify;"><span style="font-size:12px;"><span style="font-family:Tahoma;"><strong>زمینه و هدف:</strong> سیاست جنایی پیشگیری، شاخه‌ای از سیاست جنایی است که موضوع آن تعیین و پیشنهاد اقدام‌های غیر ‌کیفری به منظور پیشگیری از بزه‌کاری در جامعه یا یک جمعیت محدود است، ورود به بحث پیشگیری در حوزه‌های متفاوت می‌تواند با دلایل و بنا بر مصالح متفاوت باشد. در خصوص موضوعات محیط زیستی، علاوه بر مسأله ناکارآمدی کیفرها، الزامات مربوط به موضوعات محیط زیستی از جمله خصوصیت غیر قابل جبران‌بودن بسیاری از آسیب‌ها که رابطه مستقیم با حیات و زندگی بشریت و حفظ انواع موضوعات طبیعی دارند، اهمیت دوچندانی به بحث پیشگیری در این حوزه می‌دهد.<br> <strong>مواد و روش‌ها:</strong> این تحقیق از نوع نظری بوده، ‌روش تحقیق به صورت توصیفی ـ تحلیلی می&rlm;باشد و روش جمع&rlm;آوری اطلاعات به صورت کتابخانه&rlm;ای است و با مراجعه به اسناد، کتب و مقالات صورت گرفته است.<br> <strong>یافته‌ها:</strong> میزان مداخله افراد، شکل مداخله، نهادهای ناظر و توجه به حقوق اساسی بشری از اموری است که در مشارکت‌دهی مردم در امر پیشگیری از جرم باید مد نظر قرار گیرد و جوانب آن به خوبی تبیین گردد. راهبردهای مبتنی بر پیشگیری اجتماعی از جرم با فراهم‌کردن زمینه‌های رشد و تعالی انسان در زندگی جمعی و از آنجا که غالباً منافاتی با امنیت خصوصی و خلوت شهروندان ندارند، از راهکارهای مفید و مطلوب در مطالعات پیشگیری به حساب می‌آیند، اما به هر حال مطالعات نشان می‌دهد که این راهبردها قادر به پیشگیری از وقوع همه جرائم نیستند.<br> <strong>ملاحظات اخلاقی:</strong> در تمام مراحل نگارش پژوهش حاضر، ضمن رعایت اصالت متون، صداقت و امانتداری رعایت شده است.<br> <strong><span dir="RTL">نتیجه‌گیری:</span></strong><span dir="RTL"> آموزش و بالابردن سطح آگاهی‌های عمومی، نقش آموزشی اقدامات شهروندان و سازمان‌های غیر دولتی</span><span dir="RTL">، </span><span dir="RTL">نقش آموزشی رسانه‌های گروهی، </span><span dir="RTL">پیشگیری وضعی</span><span dir="RTL">، </span><span dir="RTL">نقش نظارتی افراد در جرائم</span> <span dir="RTL">محیط زیستی،</span> <span dir="RTL">کارکرد نظارتی سازمان‌های مردم‌نهاد، کارکرد نظارتی رسانه‌های گروهی می‌باشد. رسانه‌های گروهی در شکل ناظرانی دارای مقبولیت و مخاطبان گسترده مردمی می‌توانند با انتخاب موضوعات خاص و تمرکز بر فعالیت‌های بخش‌های خصوصی این بخش‌ها را وادار به رعایت قانون و احتیاط در فعالیت‌های خود نمایند. در این راستا تأمین استقلال هرچه بیشتر رسانه‌ها در ایجاد حس اعتماد نسبت به رسانه‌ها در مردم، بسیار بااهمیت است.</span></span></span></div> <div style="text-align: justify;"><strong>Background and Aim:</strong> Preventive criminal policy is a branch of criminal policy that aims to determine and propose non-criminal measures to prevent delinquency in a community or a limited population. Entering the discussion of prevention in different areas can be for different reasons and interests. Regarding environmental issues, in addition to the issue of inefficiency of penalties, the requirements related to environmental issues, including the irreparable nature of many damages that are directly related to human life and the preservation of various natural issues, are doubly important to discuss prevention in this Gives.<br> <strong>Materials and Methods:</strong> This research is of theoretical type and the research method is descriptive-analytical and the method of data collection is library and has been done by referring to documents, books and articles.<br> <strong>Findings:</strong> The degree of intervention of individuals, the form of intervention, regulatory bodies and attention to basic human rights are among the issues that should be considered in the participation of people in crime prevention and its aspects should be well explained. Strategies based on social crime prevention by providing the grounds for human growth and excellence in public life, and since they often do not conflict with the private security and privacy of citizens, they are considered as useful and desirable solutions in prevention studies; however, studies show that these strategies are not able to prevent all crimes.<br> Ethical Considerations: In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed.<br> <strong>Conclusion:</strong> Education and raising public awareness, the educational role of the actions of citizens and non-governmental organizations, the educational role of mass media, situational prevention, the supervisory role of individuals in environmental crimes, the supervisory function of non-governmental organizations, the supervisory function of mass media. The mass media in the form of popular observers and a wide audience can force these sectors to abide by the law and be cautious in their activities by choosing specific topics and focusing on the activities of the private sector.
