fa نقش ثبت اسناد در ارائه خدمات عمومی و صیانت از حقوق شهروندی پژوهشي Original Article <div style="text-align: justify;"><span style="font-size:12px;"><span style="font-family:Tahoma;"><strong><span style="letter-spacing:-.1pt;">زمینه و هدف:</span></strong> ارائه خدمات عمومی یکی از دغدغه<span dir="LTR">&shy;</span>های اساسی نظام<span dir="LTR">&shy;</span>های سیاسی است. شکل، نحوه ارائه خدمات و میزان دسترسی شهروندان به این خدمات بر مؤلفه حقوق شهروندی تأثیرات قابل توجهی بر جای می<span dir="LTR">&shy;</span>گذارد. بدین معنا که وجود نهادهای اجتماعی نظیر ثبت اسناد می<span dir="LTR">&shy;</span>تواند حامی حقوق شهروندی و در راستای ارائه خدمات عمومی باشد. هدف پژوهش حاضر نیز بررسی نقش ثبت اسناد در ارائه خدمات عمومی و صیانت از حقوق شهروندی است.<strong><span style="letter-spacing:-.1pt;"><span style="font-size:10.5pt;"></span></span></strong><br> <strong><span style="letter-spacing:-.1pt;">مواد و روش‌ها:</span></strong> <span style="letter-spacing:-.1pt;">روش پژوهش حاضر، در در مرحله جمع &shy;آوری داده &shy;ها و تجزیه و تحلیل انجام شده است. در مرحله جمع&shy; آوری اطلاعات و داده&shy; ها از طریق منابع کتابخانه&shy; ای و اسنادی اقدام شده و در مرحله تجزیه و تحلیل اطلاعات به شیوه &shy;ی کیفی و استدلالی به موضوع پرداخته شده است.</span>&nbsp;&nbsp;<br> <strong><span style="letter-spacing:-.2pt;">یافته‌ها: </span></strong>یافته &shy;های پژوهش نشان می &shy;دهد که ثبت اسناد در زمره خدمات عمومی هستند که از جهت حفاظت از اطلاعات اقتصادی و اجتماعـی شهرونـدان، جلـوگیری از نابـرابـری و بی&shy; عدالتی در جامعه، همچنین از منظر ایجابی با فراهم کردن اطلاعات لازم برای ثبت داده &shy;ها و اطلاعات، ارائه خدمات الکترونیک به شهروندان و حمایت از حاکمیت قانون و دستیابی به جامعه مطلوب، نقش مهمی در دستیابی شهروندان به حقوق آنان ایفا می&shy; کنند.<span dir="LTR"><span style="font-size:10.5pt;"></span></span><br> <strong><span style="letter-spacing:-.1pt;">ملاحظات اخلاقی:</span></strong> در مراحل مختلف نگارش پژوهش حاضر، اصالت متون و منابع استفاده شده بـرای انجام تحقیق، صداقت، امانت<strong><span dir="LTR">&shy;</span></strong>داری و ارجاع&shy; دهی از حیث علمی و اخلاقی رعایت شده است.<span style="font-size:10.5pt;"></span><br> <strong><span style="letter-spacing:-.1pt;">نتیجه‌گیری:</span></strong> بخش مهمی از حقوق شهروندی به ارائه خدمات معطوف است که برحسب شرایط زمانی و مکانی و همچنین ارائه اطلاعات روزآمد، نیازمند وجود نهادها و مؤسسات اجتماعی نظیر ثبت اسناد است. در این راستا، ثبت اسناد از بروز معاملات معارض جلوگیری می&shy; کنند، زندگی شهروندان را بر مبنای قانون سامان می&shy; بخشند و با ارائه اطلاعات اقتصادی به دولت و شهروندان باعث برقراری عدالت و حاکم شدن قانون می&rlm; شوند.</span></span></div> <div style="text-align: justify;"><strong>Background and Aim:</strong> Providing public services is one of the main concerns of political systems. The form, manner of providing services and the extent of citizens&#39; access to these services have a significant impact on the component of citizenship rights. This means that the existence of social institutions such as document registration can support civil rights and provide public services. The purpose of this study is to investigate the role of document registration in providing public services and protection of civil rights.<br> <strong>Materials and Methods:</strong> The method of the present study was performed in the stage of data collection and analysis. In the information and data collection stage, library and documentary sources have been used, and in the information analysis stage, the issue has been addressed in a qualitative and argumentative manner.<br> <strong>Results:</strong> The research findings show that the registry offices are among the public services that protect the economic and social information of citizens, prevent inequality and injustice in society, as well as from a positive perspective by providing the necessary information to record data and information. Providing e-services to citizens and supporting the rule of law and achieving a desirable society play an important role in improving citizenship rights.<br> <strong>Ethical considerations:</strong> In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed.<br> <strong>Conclusion</strong>: An important part of citizenship rights is focused on providing services that, in terms of time and place, as well as providing up-to-date information, requires the existence of social institutions and institutions such as registries.
