fa پرونده الکترونیک سلامت؛ راهبردی برای ارتقای سلامت در مؤسسات کیفری Electronic Health Records: A Strategy for Promoting Health in Penal Institutions پژوهشي Original Article <div style="text-align: justify;">زمینه و هدف: امروز با پیشرفت فناوری در حوزه سلامت شاهد افزایش بهره‌وری در حوزه بهداشت و درمان در جامعه هستیم که نمونه‌ای از آن پرونده الکترونیک سلامت است. از سویی نیز با توجه به عمومیت حوزه سلامت تمام افراد جامعه، از جمله متهمان و محکومان که نفس انسان‌بودن آن‌ها را دارای حقوقی، از جمله حق بر سلامت می‌نماید، لذا هدف از پژوهش حاضر بررسی پرونده الکترونیک سلامت به عنوان راهبردی برای ارتقای سلامت در مؤسسات کیفری است. روش: این مطالعه به عنوان یک مرور توصیفی ـ تحلیلی طراحی شده است. برای این منظور، جستجوی در پایگاه‌های علمی، از جمله Pubmed، Web of Science، Scopus و Magiran با استفاده از معادل انگلیسی واژگان کلیدی، مانند «مؤسسه کیفری»، تلفیق سلامت با «متهمان»، «محکومان»، «ارتقای سلامت» و «پرونده الکترونیک» صورت گرفته است. ملاحظات اخلاقی: در پژوهش حاضر جنبه‌های اخلاقی مطالعه کتابخانه‌ای شامل اصالت متون، صداقت و امانتداری رعایت شده است. یافته‌ها: ایجاد پرونده الکترونیک سلامت در راستای ارتقای سلامت متهمان و محکومان در تمام مراحل عدالت کیفری از لحظه شروع بازداشت تا اتمام اجرای کیفر ضرورت دارد، چراکه با امکان اتصال به پرونده الکترونیک سلامت هر فرد قبل از ورود به مؤسسات کیفری امکان اجرای تدابیر پیشگیرانه میسر می&lrm;گردد. نتیجه‌گیری: از جمله چالش‌های پرونده الکترونیک سلامت می‌توان به عدم وجود زیرساخت‌های لازم، آموزش نیروی انسانی و مسائل امنیتی و هک سایبری اطلاعات اشاره نمود. همچنین قوانین مدونی در این زمینه وجود ندارد، لذا پیشنهاد می‌گردد در این خصوص با همکاری مؤسسات کیفری با نهادهای بهداشتی و درمانی و تهیه مقررات این حوزه را غنا بخشند. همچنین برای بهبود زیرساخت‌ها با بهره‌گیری از شبکه محافظت چندمنظوره اینترانت و اکسترانت تا حدودی می‌توان از سرقت اطلاعات پیشگیری می‌گردد.</div> <div style="text-align: justify;">Background and Aim: Today, with the advancement of technology in the field of health, we are witnessing an increase in productivity in the field of health and treatment in society, an example of which is the electronic health record. On the other hand, considering the generality of the health field of all members of society, including defendants and convicts, whose very human nature makes they have rights, including the right to health. Therefore, the purpose of the present study is to examine the electronic health record as a strategy for promoting health in penal institutions. Method: This study is designed as a descriptive-analytical review. For this purpose, a search was conducted in scientific databases including Pubmed, Web of Science, Scopus and Magiran using the English equivalent of keywords such as "penal institution", combining health with "defendants", "convicts", "health promotion" and "electronic file". Ethical Considerations: In the present study, the ethical aspects of library research, including the originality of texts, honesty and trustworthiness, have been observed. Results: Creating an electronic health record is necessary to promote the health of defendants and convicts at all stages of criminal justice from the moment of arrest to the completion of the sentence. Because with the possibility of connecting to the electronic health record of each individual before entering the penal institutions, it is possible to implement preventive measures. Conclusion: Among the challenges of the electronic health record, we can mention the lack of necessary infrastructure, human resource training and security issues and cyber hacking of information. Also, there are no codified laws in this field. Therefore, it is suggested that in this regard, penal institutions should cooperate with health and medical institutions and prepare regulations to enrich this area. Also, to improve the infrastructure, by using the multipurpose intranet and extranet protection network, information theft can be prevented to some extent.
