fa ایدز و مکانیسم‌های پایش و حمایت از حقوق بشر <p>راهنمای سازمان جهانی بهداشت برای اسناد حقوقی مربوط به ایدز، حاوی نمونه‌های بسیار از قوانینی است که عجولانه وسیله سیاستمدارانی وضع شده است که مشتاق انجام اقدامات جدی و تأثیرگذار علیه ایدز می‌باشند. کمک به قانون‌گذاران و دیگر سیاست‌گذاران برای تدوین قوانینی که با اصول حقوق بشر و بهداشت عمومی منطبق باشد، یکی از اهداف مهمی است که مورد تأکید سازمان بهداشت جهانی می‌باشد. باید توجه داشت که پاسخ‌های مختلف و ابتکاری به بیماری ایدز،‌ در جایی تشویق می‌شود که با موازین بین‌المللی حقوق بشر هماهنگ باشد. موازین حقوق بشر ‌بهترین نمونه‌های عملی در پاسخ به ایدز را از منبع غنی ارزش‌ها، سنت‌ها و رویه‌های اقتصادی، اجتماعی و فرهنگی در سراسر جهان ارائه می‌دهد. بررسی‌های موردی عمدتاً مثبت، برای نشان‌دادن چگونگی رسیدن به این پایبندی، تشریح شده و مورد تجزیه و تحلیل قرار می‌گیرند. گاهی، نمونه‌های منفی برای نشان‌دادن اینکه چرا و چگونه، برخی اقدامات غیر مؤثّر کارایی نداشته است و اینکه چه چیزی موجب تغییر یا ترک آنها می‌شود، مورد استفاده قرار می‌گیرد. از این‌رو به منظور دستیابی به راهکارهای فراگیر و همه‌جانبه باید بر مشارکت اجتماعی و آموزه‌های حقوق بشر روی آورد که در پرتو آن دولت و نهادهای مدنی و دیگر آحاد جامعه می‌بایست با بهره‌گیری از دستاوردهای علمی جامعه جهانی و با هماهنگی و همگامی همه همّ و غمّ خویش را در جهت پیشگیری و درمان مبتلایان به این گونه بیماری‌ها به کار بندند. از این رو مکانیسم‌های پایش و حمایت از حقوق بشر، مشارکت اجتماعی و همکاری بین‌المللی در پرتو آموزه‌های حقوق بشر و تکیه بر قوانین حمایتی از جمله نکات محوری مورد توجه در فائق‌آمدن بر مشکلات موجود می‌باشد که امید است پرداختن به آنها زمینه‌ساز تحولی بنیادی در مبارزه با ایدز و اچ.آی.وی باشد.</p> <p>Guidelines of world health organization for legal documents related to AIDS included many statutes that ratify hasty by those statesmen that eager to response strongly against AIDS. One of the purposes of this research is to help the statesman and legislators to codify statues that conform to the public health and human rights principle. It must be considered that Different and innovative reactions to AIDS would be encouraged if they conform to international principles of human rights. Principles of human rights provide best practical samples in reaction to AIDS from rich source of values, tradition and social, cultural and economical custom of all around the word. Positive case studies would be described and analyzed for showing the method of reaching to this belief. Sometime negative samples would be analyzed to show that why and how some reactions are not affective and what is the reason of changing and abandonment of these methods. Therefore in order to reach a comprehensive solution we must Emphasize on social participation and human rights principles and this fact that government and civil institutions and all of the society must work together to prevent and treat this disease.
