Abstract:  
Background and Aim: The Universality of Human Rights in the Mirror of Cultural Diversity on the one Hand and the Right to Cultural Participation on the Other Hand Has not Long Been Considered in the Context of Human Civilization. It Can be Traced Back to the Time When the Universal Declaration of Human Rights Was Adopted in 1948. This Issue Has Remained and Continues to This Day in International Politics, Doctrine and Jurisprudence. Our Goal in This Article is to Develop the Right of Citizens to Participate in the Cultural Life of Society and to Pursue Legislative and Executive Challenges Regarding the Development of this Right at the National and International Levels in Accordance With International Instruments as Well as Domestic Regulations.
Materials and Methods: The Research Method is Descriptive-Analytical and by Using Collection Tools of Library Resources.
Findings: The Finding of This Article is Non Respect of Cultural Rights and the Manifestation of Participation in Cultural Life. It Will Also be Observed That Although Human Rights in the Era of Globalization Respect the Cultural Rights of Individuals in Every Ethnic Group, Language, Race, Etc., But it Seems That the Authorities do not Respect These Rights as They Should and in the Light of the Principles of Human Rights They are not Enforced When it is Necessary.
Conclusion: The Right to Participate is one of the Components of Human Rights That is Revived With Global Attitudes. For This Right to be Reconsidered in the Cultural Life of Society, the Universality of Human Rights Must Inevitably be Explained. Although the Research Finding is Non Respect of Cultural Rights and the Manifestation of Participation in Cultural Life, But it Can be Claimed that There are no Shortcomings From the Perspective of Legislation.
