Abstract:  
Background and Aim: There has always been fundamental disagreements over granting the customs house the enforcement of law regarding all customs services on behalf of the government. Legal requirements for extraterritorial commerce necessitates dealing with customs differences quickly and precisely.
Materials and Methods: This is a descriptive-analytical research. Data were collected using the library method.
Results: Ambiguity, brevity, and complexity are the biggest issues facing customs controls. Moreover, lack of specialization, customs authorities' inability to lodge an appeal, dependence of the judge and pending institution, and prolongation of hearing pose serious challenges to Iran's customs disputes legal system.
Ethical considerations: This research was conducted in a way to protect the originality of documents, honesty, and professional courtesy.
Conclusion: Legal norms are becoming increasingly specialized. That's why this would now necessitate establishing specialized and technical relations among juridical personnel. To this end, dispute settlement bodies are needed. These competent courts, by considering substantive rules which have a higher level of technique, would design specialized adjective judgments and procedure codes. As a result, judges would not only have specialized knowledge but also know legal principles to deal with cases.
