fa دسترسی به سلاح گرم مجاز از منظر جرم شناسی با تأکید بر واگذاری سلاح مجاز در استان ایلام Access to authorized firearms from a criminological perspective with emphasis on the transfer of authorized weapons in Ilam province پژوهشي Original Article <div style="text-align: justify;">زمینه و هدف: دسترسی به سلاح گرم چنانچه بصورت کارشناسی شده و رعایت تمام جوانب نباشد همان میزان که آثار مثبت به همراه دارد، ممکن است چندین برابر آن  پیامدهای منفی به همراه داشته باشد در این خصوص به نظر محقق باید خیلی از فاکتورها برای دسترسی به سلاح گرم نه تنها در استان ایلام بلکه به طور کلی در مورد شخص متقاضی در نظر گرفته شود. هدفی که ما در این تحقیق دنبال می کنیم کنترل و کارشناسی واگذاری سلاح گرم از سوی نهادهای ذیصلاح و به تبع آن کاهش قتل و دیگر جرایم به وسیله سلاح گرم می باشد. مواد و روش‌ها: این مقاله توصیفی تحلیلی، و با بهره گیری از روش اسنادی و استفاده از ابـزار فیش برداری تهیه و تدوین گردیده است. یافته‌ها: یافتهها حاکی از این است که؛ دسترسی به سلاح گرم در استان ایلام دارای پیامدهای مثبت و منفی می باشد و در صورت جرم انگاری حمل سلاح گرم مجـوزدار پیامدهای زیانبار جرم انگاری آن به همراه دارد که از جمله آن می توان به: 1- محرومیت از حق دسترسی به سلاح، 2- افزایش جمعیت کیفری، 3- تورم کیفری اشاره نمود اما در کنار این پیامدهای منفی، پیامـدهای مثبتی نیز وجـود دارد کـه از جملـه آن می تـوان بـه: 1- کاهش آمار جـرم و قتل، 2- احساس امنیت در جامعه، اشاره نمود. لذا چنانچه واگذاری سلاح بصورت ضابطه مند و کارشناسی شده در اختیار اشخاص گذاشته شود تبعات منفی آن حذف می گردد. ملاحظات اخلاقی: این مقاله، از ابتدا تا انتها با پایبندی به اصول صداقت و امانتداری تهیه و تدوین گردیده است. نتیجه‌گیری: هرچند برای دسترسی به سلاح گرم و جرمانگاری حمل سلاح گرم مجاز، پیامدهای مثبت و منفی در نظر گرفته شده است، اما با وجود پیامدهای مثبت آن به این نمی ارزد که با توزیع و خرید و فروش بدون ضابطه سلاح گرم، و اعطای مجوز حمل سلاح به افراد فاقد صلاحیت، زمینه ارتکاب جرایم مرتبط با سلاح گرم تسهیل و امنیت مالی و جانی افراد جامعه با خطر مواجه گردد. بنابراین چنانچه اعطای مجوز سلاح با ضابطه و رعایت فاکتورهای جهانی نباشد تبعات خطرناکی را برای سلامت جسمی و روحی جامعه خاصه در استان ایلام بدنبال خواهد داشت.</div> <div style="text-align: justify;">Background and Aim: Access to firearms, if expertly and not observed in all aspects, as much as it has positive effects, may have many times the negative consequences. In this regard, the researcher believes that many factors to access Firearms should be considered not only in Ilam province but also in the case of the applicant in general. The goal that we pursue in this research is the control and expertise of the transfer of firearms by the competent institutions and, consequently, the reduction of murder and other places by firearms. Materials and Methods: This descriptive-analytical article has been prepared by using the documentary method and using fishing tools. Results: The findings indicate that; Access to firearms in Ilam province has positive and negative consequences, and in case of criminalization, carrying a firearm with a license has harmful consequences of criminalization, including: 1- Deprivation of the right of access to weapons 2 - Increased criminal population 3- Criminal inflation mentioned, but in addition to these negative consequences, there are also positive consequences, including: 1- Reduction of crime and murder statistics 2- Feeling of security in society. Therefore, if the transfer of weapons is provided to individuals in a disciplined and expert manner, its negative consequences will be eliminated. Ethical considerations: This article has been prepared from the beginning to the end with adherence to the principles of honesty and trustworthiness. Conclusion: Although positive and negative consequences have been considered for access to firearms and criminalization of authorized firearms, but despite its positive consequences, it is not worthwhile to distribute and buy and sell firearms without regulation, and grant a license. Carrying weapons to unqualified persons, facilitating the commission of crimes related to firearms, and facilitating the financial and human security of members of the community at risk. Therefore, if the issuance of weapons licenses is not in accordance with the rules and global factors, it will have dangerous consequences for the physical and mental health of the special community in Ilam province Cite this article as: Abbasi M, Shayeganfard M, Taji H.
