fa رویکرد سازمان ملل متحد در حمایت از کودکان در مقابل گروه‌های مسلح غیر دولتی در انطباق با حقوق بشردوستانه The Approach of the United Nations in the Protection of Children against Non-State Armed Groups in Compliance with Humanitarian Rights پژوهشي Original Article <div style="text-align: justify;">زمینه و هدف: موضوعات مرتبط با آسیب‌پذیری کودکان در برابر مخاصمات مسلحانه دارای گستردگی زیادی است. هدف مقاله حاضر بررسی رویکرد سازمان ملل متحد در حمایت از کودکان در مقابل گروه‌های مسلح غیر دولتی در انطباق با قوانین بشردوستانه است. روش: مقاله مورد اشاره توصیفی ـ تحلیلی بوده و از روش کتابخانه‌ای استفاده ‌شده است. ملاحظات اخلاقی: در تمام مراحل نگارش پژوهش حاضر، اصالت متون، صداقت و امانتداری رعایت شده است. یافته‌ها: چهارچوب ایجادشده توسط سازمان ملل متحد برای رسیدگی به وضعیت کودکان متأثر از درگیری‌های مسلحانه متکی بر یک مکانیسم نظارت و گزارش است که توسط پرسنل در محل اجرا شده و توسط دفتر نماینده ویژه دبیرکل سازمان ملل در امور کودکان نظارت می‌شود. از این مسأله اطلاعاتی را می‌توان فهمید که ممکن است توسط چندین عامل به کار گرفته شود و هدف آن اطمینان از رعایت قوانین اولیه بشردوستانه و کاهش تلفات شدید در کودکان است. دولت‌ها و گروه‌های مسلح غیر دولتی تشویق می‌شوند تا با پرسنل سازمان ملل در محل به گفتگو بپردازند تا برنامه‌های اقدامی را اتخاذ کنند که آن‌ها را به پایبندی سوق دهد. نتیجه‌گیری: درجه موفقیت مکانیسم نظارت و گزارش‌دهی بر این واقعیت استوار است که گروه‌های مسلح غیر دولتی ممکن است مایل به پیروی از قوانین بین‌المللی در مورد حفاظت از کودکان آسیب‌دیده از درگیری‌های مسلحانه باشند و اینکه درگیرشدن در گفتگو برای توسعه و اجرای برنامه‌های اقدام می‌تواند این تمایل را تحریک کند.</div> <div style="text-align: justify;">Background and Aim: The issues related to children's vulnerability to armed conflicts are very extensive. The purpose of this article is to examine the approach of the United Nations in protecting children against non-governmental armed groups in compliance with humanitarian laws. Method: The mentioned article is descriptive and analytical and the library method is used. Ethical Considerations: In all stages of writing the present research, the originality of the texts, honesty and trustworthiness have been observed.</div> <div style="text-align: justify;">Results: The framework established by the United Nations to address the situation of children affected by armed conflicts relies on a monitoring and reporting mechanism implemented by personnel on the ground and overseen by the Office of the Special Representative of the United Nations Secretary-General for Children. This information issue can be understood as one that may be used by several actors and aims to ensure compliance with basic humanitarian rules and reduce severe casualties among children. Governments and armed non-state groups are encouraged to engage with UN personnel on the ground to adopt action plans that will lead them to compliance.</div> <div style="text-align: justify;">Conclusion: The degree of success of the monitoring and reporting mechanism is based on the fact that non-state armed groups may be willing to comply with international law on the protection of children affected by armed conflict and that engaging in dialogue for development and Implementation of action plans can stimulate this desire.
