fa چالش‌های فراروی امدادرسانی بشردوستانه برای کمک‌رسانی به بیماران و مجروحان در مخاصمه مسلحانه پژوهشي Original Article <p dir="RTL">سازمان‌های امدادی بشردوست در جریان انجام فعالیت‌های بشردوستانه خود در شرایط مخاطره‌بار مخاصمات مسلحانه،‌ با چالش‌های بسیاری مواجه هستند. برخی از این چالش‌ها به کلیت قواعد حقوق بشردوستانه باز می‌گردد‌ که تنظیم نحوه فعالیت امدادگران خود جزئی از این قواعد است، اما بخش دیگر از این چالش‌ها، ناشی از فضای جدید حاکم بر فعالیت سازمان‌های امدادی بشردوست می‌باشد که سیمای مخاصمات مسلحانه کنونی را کاملاً دگرگون کرده است. گسترش کمّی این نهادهای بشردوست نیز خود چالش‌هایی را به وجود آورده است که از جمله آن‌ها می‌توان به دشواری برقراری هماهنگی در فعالیت امدادی، دوباره‌کاری‌ها و هدررفت منابع و ایجاد اختلال در فعالیت‌های بشردوستانه، اشاره نمود. این چالش‌ها به طور کلی از یکسو با در نظرداشتن ویژگی مخاصمات، به موقعیتی باز می‌گردد که عملیات بشردوستانه در آن صورت می‌گیرد و از سوی دیگر به تنوع در سنخ‌بندی انواع سازمان‌های امدادی ارتباط می‌یابد. چالش‌هایی که آن‌ها در جریان کمک‌رسانی به بیماران و مجروحان مواجه هستند، شامل تعرض و حمله به گروه‌های امدادی،‌ عدم امکان برقراری هماهنگی در عملکرد گروه‌های امدادی مختلف‌ در شرایط بروز بحران‌های انسانی، عدم امکان امدادرسانی مؤثر به منطقه <a name="OLE_LINK4"></a><a name="OLE_LINK3">بحران‌زده </a>است که نهایتاً سازمان‌های بشردوست را در دستیابی به هدف اصلی خود، یعنی برطرف‌کردن نیازهای مردم ساکن در منطقه بحران‌زده با دشواری مواجه کرده است.</p> <p><a name="OLE_LINK7">Humanitarian Aid Agencies </a>are dealing with various number of challenges in the course of their <a name="OLE_LINK10"></a><a name="OLE_LINK9">humanitarian operation </a>in dangerous situation of armed conflict. Partly, these <a name="OLE_LINK14"></a><a name="OLE_LINK13">challenges</a> are related to the problem of enforceability of <a name="OLE_LINK12"></a><a name="OLE_LINK11">International Humanitarian</a> law, for instances regulating of aid workers operations belongs to this category. But the other challenges referred to the new emerging context of current armed conflicts which dictates whole new rule of conducts for Humanitarian aid operations. Also, numerical increasing of these humanitarian entities have created some other challenges like desperate need to harmonize their operations to avoid wasting limited resources, counter-productive measures, and frustration in the process of accomplishing their duties. All of these challenges generally, in one hand, are related to situation of armed conflict and other exigencies and in the other hand to the typology of different <a name="OLE_LINK6"></a><a name="OLE_LINK5">humanitarian aid organizations</a>. These are the main factors which lead to inefficacy in the process of aiding stricken population. Enumerating the challenges which would be faced in the course of humanitarian operations including, numerous attacks on aid workers group, unwillingness to harmonize conducts of all these different entities helping population in crisis and inability to provide effective aid which eventually may led to the failure of humanitarian aid organizations to achieve their final targeted aim to meet the urgent needs of people in crisis or at least make it so formidable.</p> <p>Please cite this article as: Tavar E, Azimi F.
