Abstract:  
Background and Aim: The pharmaceutical industry as a strategic industry plays an important role in the health and safety of society, economists and policymakers in this area is considered critical. Man sought workaround is to assess your needs, perhaps when he needs it fails to provide legitimate ways may adopt illegal methods.
Materials and Methods: In the present study the fieldwork was conducted by questionnaire to gather information on victims and criminals of buy and sell of illegal and trafficking medicine in the Tehran Naser Khosro region is presented as a population. The question then studied and the analysis of the impact of cultural poverty, need and necessity, the impact of government and the level of information and education is studied by the graph sellers and buyers illegal and trafficking medicine.
Results: Research findings indicate that even though absolutely no factor as the main reason for buy and sell of illegal and trafficking medicine in the Tehran Naser Khosro region, but the principal can be concluded that the impact of government.
Ethical considerations: In Order to Organize this Research, While Observing the Authenticity of the Texts, Honesty and Fidelity Have Been Observed.
Conclusion: In order to prevention committing and repeating of buy and sell of illegal and trafficking medicine, the government should adopt preventive and supportive policies People anxious and patient, to feel secure and always under the umbrella of government support and the community know.
