Abstract:  
Background and Aim: Aside from the crisis and hardships caused for the international society, nation-states and the individuals, the Covid-19 pandemic has faced the man with the fact that the social life of human being contains serious pitfalls and deficiencies. A fact which stands true for the social life of Iranians as well. The post-Covid social, political, cultural and economical situation of the Iranian society has sustained compelling turbulences and has disclosed several deficiencies. As to one of such deficiencies, one can refer to the health-care system which has clearly proven its flaws and vulnerabilities one of which is the absence of health governance. The public law of health theory (which must be distinguished from the public health law concept) is a theory which has never been raised in the Iranian legal literature and can provide a promising solution for the fight against Covid-19 pandemic. According to the said theory, focus must be had on dissemination of public law of health and heath governance in order for all the organs of the governance system to function toward provision of health care.
Method: the present study is a theoretical study performed with the descriptive-analytical research method and a modern approach. The material has been collected with reference to the documents, books and papers available in the libraries and worldwide web.
Ethical Considerations: Throughout the research, ethical considerations related to collection of data and references have been respected.
Results: Health governance discourse in context of health approach- public law assists officials against Covid-19
Conclusion: The dissemination of the health governance discourse within the framework of the public law of health theory can be useful in resolving, to a great extent, the difficulties and hardships in the management of the fight against Covid-19 pandemic in the Iranian legal system.
