Abstract:  
Background and Aim: Public supervision is a powerful lever to control power and maintain the system, the Guardian Council has a decisive and constructive role as an interpreter and fundamental teacher, the protection of citizens' rights in the votes of the Guardian Council is envisaged in the special role of legislative supervision and election supervision. to be The interaction or confrontation of citizenship rights and international humanitarian rights and the effect of the eighth principle of the constitution has been taken into consideration.
Method: The research and research method is descriptive, reference and library.
Ethical Considerations: In all stages of writing the present research, the originality of the texts, honesty and trustworthiness have been observed.
Results: The Guardian Council can support and safeguard the principles of citizen rights due to its stability, binding nature, universality and high legal credibility, the complexity of the appeal process and also the expression of structural principles in the general policies of the system. In order to revive the eighth principle of the constitution, one should pay attention to the legal and judicial challenges and its epistemic and psychological damages. Citizenship and democracy are interdependent. Citizenship rights are the root of political and democratic development. The right to self-determination is a fundamental part of citizen's rights that is realized through the method of participation in collective affairs, the dependence and connection of citizens to their rights and freedoms will be an effective pillar in the stability and preservation of their rights in the society; In other words, citizenship rights and democracy are related and political development requires the protection of citizenship rights. Together, these two components will form the structural foundations of a democratic society.
Conclusion: Regarding the document of citizenship rights, it can be pointed out that there is no distinction between human rights and citizenship, whether this charter is a right or a law or a program, and the necessity of observing the principle of proportionality, and that citizenship rights can be fully legislated when they are revealed in the teachings of the Ahl al-Bayt (peace be upon him) seek help.
