Abstract:  

Background and Aim: Supervision of the proper implementation of laws is one of the fundamental pillars of good governance and ensuring public rights. Such oversight not only enhances the accountability of government institutions, but also safeguards citizens' rights and achieving social justice. In this study, public law is defined as the body of legal principles and rules governing the relationship between the State and its citizens. The present research aims to examine the challenges associated with the supervision of the proper implementation of laws and to propose measures for improving oversight solutions within the framework of public law.
Method: This research is descriptive-analytical and based on library studies. By reviewing the relevant scholarly literature and the experiences of other countries, the dimensions, components, and key indicators affecting the process have been analyzed.
Ethical Considerations: In all stages of writing, the research principles were followed.
Results: The findings indicate that legal and structural limitation, insufficient financial and human resources, a lack of transparency in the performance of regulatory institutions, and cultural barriers constitute the principal challenges to the effective supervision of the implementation of laws. In the meantime, new technologies and the enhancement of public participation can significantly play an effective role in improving oversight and increasing the accountability of governance institutions.
Conclusion: Effective supervision of the implementation of laws requires strengthening oversight institutions, updating the relevant legal and regulatory framework, utilising emerging technologies, and expanding transparency and accountability. In addition, active citizen participation and constructive engagement with civil society organisations can enhance supervisory processes and reinforce public trust in governance.
