Abstract:  

The growth of Governmental and non-governmental (NGO) organization’s in each society can be the wish for the growth and department of that society with the help of the people .these organization that for many years in the areas specific area’s including aids, cancer, hemophilia, talasemi and psychological health, that they have insisted in the need for changes, for paying attention to the concerns of all of the disease individually and their families. The important role that the private departments in producing a balance between the available political and economical profits in the area of the health and cure of the people, there is an emphasis in the effect of these departments in the Protection of the people's right. These organizations try to be sure that the special areas benefits of from the priorities and performance in the local hearth area that have an essential role in the increase and protecting of the diseases rights. In this article , is tried to with the showing the diseases' rights and the role of the private and governmental departments in supporting the diseases, is trying to show the effects and the local activities like having and producing loan facilities , curing and welfare , social control , and deliberation in the current activities of the department , the difficulties that they are faced in these departments including , the exist of Parallel competitions, the lack of experience and teaching , being unknown , the lack of innovation and creativities and the lack of cooperation.
