Abstract:  
Background and Aim: The present study analyzes the challenges and provides solutions in the field of Iranian criminal law to support offenders and victims with mental disorders. With the increase in public awareness about the role of mental disorders in criminal behavior, the need to review laws and legal mechanisms to ensure the rights of these individuals is increasingly felt. This study examines challenges such as the lack of specialized psychological assessments, the lack of appropriate legal protocols and the lack of support mechanisms for offenders and victims with mental disorders. Also, solutions such as developing specialized protocols for psychological assessment, training judicial officials, establishing treatment and support centers and implementing alternative punishment policies for offenders are presented. Measures such as utilizing the capacity of restorative justice, education and awareness, social and situational prevention and the use of clinical victimology services are also proposed for victims.
Method: This study employs a descriptive-analytical research method.
Ethical Considerations: In this study, ethical principles including academic integrity, confidentiality of information and respect for individuals’ rightshave been observed
Results: The research findings, which are based on qualitative analysis and review of legal and psychological documents, indicate that structural reforms in criminal laws and effective cooperation between judicial and treatment institutions can significantly improve the support for these groups.
Conclusion:Legal shortcomings, the lack of specialized centers and judges’ limited understanding of mental disorders have posed challenges to effective support for individuals with mental disorders; however, this situation can be improved through legal reforms and the establishment of appropriate therapeutic mechanisms.
