Background and Aim: Financial services, as one of the common banking tools in contractual relations in domestic and international trade, in the first place requires knowledge of the authors of laws and regulations related to financial services and in the next step, how and how to monitor it. Before the approval of the law on the regulation of the unorganized monetary market approved by the Islamic Council on 22/10/2013, institutions and ministries and even individuals could attract deposits, grant facilities and use other financial tools to mobilize resources with minimal difficulty through the establishment of financial and credit institutions.
Method: This research is of a theoretical type and the research method is descriptive-analytical and the method of collecting information is library-based and by referring to documents, books and articles.
Ethical Considerations: In this research, the principles of trustworthiness, honesty, neutrality and originality of the work have been respected.
Results: Take the initiative Although a number of these institutions later received the necessary licenses from the Central Bank, some others have not yet received the necessary licenses from the Central Bank, but with the approval of the Law on Regulation of the Unorganized Market, the establishment of new institutions are subject to obtaining licenses and having the necessary approval.
Conclusion: From the central bank, but institutions that had started operating before the date of approval of this law were allowed to continue operating according to note 1 of this law, therefore, one of the main components for the supervision of institutions regarding the financial services of credit institutions (including state banks and (private and credit institutions) granting licenses and annual controls at the time of dismissal and installation of board members and approvals issued by the central bank and other institutions, which if done correctly, will certainly prevent many problems caused by Incorrect orders.
