Background and Aim: The right to equitable access to health care and, in general, the belief that all human beings enjoy fundamental human rights as enshrined in the Charter of the United Nations, the Universal Declaration of Human Rights and humanitarian treaties, and the idea of the responsibility to protect human beings. It is undoubtedly a reflection of the highest and deepest human values embodied in the social norms of the last century. The exercise of these right, given the circumstances of governments and the international community, has always faced challenges such as war, natural disasters and incapacitated governments that have jeopardized the just enjoyment of fundamental human rights by human beings. And sometimes made impossible.
