Abstract:  
Background and Aim: In Iranian Domestic Law, in the Iranian Civil law, The Second Chapter of the Eighth Book is Dedicated to the Issue of Child Care and Education and in This Regard, it has Placed Responsibilities on Parents, Which are Referred to as Responsibilities Arising From Negligence. The Charter of Citizenship Rights Approved in 2016 Also Provides for the Maintenance and Upbringing of Children. The Purpose of This Study is to Align Global Views to Protect the Human Dignity and Civil Rights of Children and to Prevent Injuries That Prevent Children From Achieving Their Real and Legal Rights.
Materials and Methods: The Present Study is an Applied Comparative Method in Terms of Identifying the Legislator's Policy in Relation to Parental Neglect and Legislated Cases to Prevent the Issue of Negligence, Compensation for Damages to Children Who Have Been Neglected.
Ethical Considerations: In All Stages of Writing This Article, Ethical Principles and Honesty Have Been Observed
Findings: The Findings Indicate That the First Success, Development and Growth of any Society Depends on the Children in Which They are Brought up, Who are in Fact the Real Builders of the Future of That Society. Therefore, Special Attention Should be Paid to Both Their Material and Spiritual Needs. And in This Regard, they Need to Train Parents. But This Upbringing Should not be Neglected and Faces Limitations, Including Restrictions on Conflict With the Child's Physical Rights and Restrictions on Conflict With the Child's Spiritual Rights.
Conclusion: Most of the Problems that People Face in Relation to Their Children Stem From Insufficient Knowledge of Islamic Laws and Regulations, Especially Civil Rights in this Regard. Identifying Legislative Cases of Criminalizing Issues Arising From the Issue of Parental Neglect, Identifying Legislated Cases to Compensate the Moral Damage Suffered by the Issue of Child Neglect, and the Scientific Growth and Development of Children are Among the Cases. Due to the Lack of Awareness of the Individual, Social and Citizenship Rights of Children, the Burden of Negligence Falls on Their Parents.
