Abstract:  
Background and Aim: Urban law as a set of laws and regulations overseeing the implementation of urban systems to meet local common needs includes the requirements for the realization of citizenship rights and the right to the city. New approaches to urban development require urban brands to fulfill these requirements. Among the various urban brands that municipalities and local governments seek to establish today, this article analyzes the basics of these two brands in terms of the realization of citizenship rights and the challenges and discusses its problems.
Method: This article has been done using descriptive-analytical method using library sources and referring to international documents and domestic laws.
Ethical Considerations: All ethical considerations have been observed in this writing and the contents and sources have been expressed based on the principles of honesty and trustworthiness.
Results: The findings indicate that, although urban brands are initially the focus and favor of local governments, attention is paid to the lack of financial and human resource infrastructure, policy priorities and planning issues related to citizenship rights and also the lack of The presence of citizens in the decision-making and executive processes, the realization of these brands in Iran is facing difficulties.
Conclusion: Sustainable development, the realization of urban democracy and social justice as the goals of the mentioned brands depend on the empowerment of the single urban management. Since, in the discourse of urban brands, the municipality is in charge of branding and the city Islamic council has the duty of making policies, on the other hand, the citizen is no longer just obedient and obedient, but a participant, a demander, with the right to protest peacefully and the right to benefit maximally from the city's benefits, social justice and urban democracy are accompanied by the excellence of supervision of popular institutions and active participation in urban management. Therefore, fulfilling the duties and obligations of the two sides of the city and the citizen is the only way to achieve the order of the city and the realization of city brands.
